According to the Liverpool Echo, Neil McArdle was due to marry his fiancée at the Liverpool Registry Office, inside St George's Hall, in April this year.
However, when the 36-year-old discovered he had not filled out the necessary forms to let the ceremony go ahead, he rang the receptionist at the hall and told her "a bomb will go off in 45 minutes".
When the bride-to-be Amy Williams, arrived at the historic building, she found it had been evacuated and bomb disposal units were on site.
Marie Harnick, the receptionist, is quoted by the paper as saying: "I never had a chance to ask anything. As soon as he said there was a bomb, he put the phone down.
"I told my manager and he said to ring the police and clear the building. It all happened very quickly."
A Merseyside police spokesman confirmed the incident to the publication, stating: "Emergency services were called at 8.57am on 26 April to a report of a bomb alert at St George's Hall.
"The building was immediately evacuated of all staff and visitors and a search lasting over an hour was conducted until it was deemed safe for persons to re-enter."
Following the alert, McArdle claimed he later tried to call the venue to say his initial call had been a hoax but the phone was not answered.
He appeared before Liverpool Crown Court on Thursday and pleaded guilty to one count of communicating false information with intent.
He is due to be sentenced later this month.
According to the newspaper, the couple are still in a relationship, but are not married.
