The mum-of-two and the radio DJ are said to have started dating after English separated from her husband Ray Dewar.
Speaking to The Sun newspaper, English said: "It's been tough recently, the divorce is going ahead. I need to move on.
"I've been out with Toby several times – he's a charming chap."
English and her estranged husband have two boys – aged five and seven – together. She previously told The Mirror that the couple split due to her appearance on The Apprentice and her bitter court battle with Sir Alan Sugar.
She said: "The day that Ray left me he said 'I wish you had never done that show.' I just didn't know what to say.
"All I wanted to know is if he loved me, so I asked the question. I said 'Do you love me,' but he wouldn't answer me.
"So I asked him again and he just stared at me and said 'No'. I tried to reason with him but he wouldn't have it. He just got in his car and drove off.
"I don't blame him," she continued. "I feel sorry for him. He couldn't stand the stress of it. We got through the tribunal but when Sugar's cost application came that was the final straw.
"We were dreading letters from the tribunal and the bailiffs. He was just sick to death of it.
"He was seeing the woman he loved being jeered at by people in the street, reduced to nothing and he couldn't take it. That's the one thing I regret, I put all this stuff before him. I haven't even begun to digest the split."
English was recently involved in high-profile legal proceeding against Sir Alan. She tried to sue the businessman for constructive dismissal, alleging she was forced out of the "sham" job she had been offered following the Apprentice win, but she was unsuccessful in her attempts.
