The singer and Formula 1 team boss are thought to have started their relationship just last month, but have known each other for a number of years.
According to the Mail on Sunday, 41-year-old Halliwell has met Horner several times at different Formula 1 events since 2009.
A source is quoted by the paper as saying the singer enjoys her partner's high-profile role. The couple are also said to have had a rocky start to their relationship when it was alleged that Horner had left his partner just six months after she gave birth to their daughter in October 2013.
Halliwell's previous partners include comedian Russell Brand and former Take That bad boy Robbie Williams. She also dated Sacha Gervasi, and just six weeks into the relationship, the singer fell pregnant. She gave birth to a girl, Bluebell, in May 2006.
