The news comes after the Prime Minister said it was time to scrap the "outdated" laws which only allow for fathers of newlyweds to be named on the certificate.
Speaking at the London conference of support groups, The Relationships Alliance, the PM said: "The content of marriage registers in England and Wales has not changed since the beginning of Queen Victoria's reign. At the moment, they require details of the couple's fathers but not their mothers. This clearly doesn't reflect modern Britain and it's high time the system was updated."
More than 100 MPs have already signed a Commons motion supporting the issue, which states: "Our law should not perpetuate the offensive and outdated message that marriage is a business transaction between fathers."
Currently, civil partnership certificates for gay couples include both parents' names.
It is not yet clear when the change will come into force.
