Luxury Wedding Venue Fined For Fire Safety Breaches

A 14th Century Cheshire wedding venue has been fined more than £23,000 for serious breaches in fire safety at Chester Magistrates Court.

Haslington Hall Ltd appeared in court on 30 January 2012 and was ordered by the judge to pay fines and court costs of £23,815. This related to nine serious breaches of the Regulatory Reform (Fire Safety) Order 2005.

The lack of appropriate safety measures meant that people would be placed at serious risk if a fire occurred at the venue and a prohibition notice was served on 1st October 2009. This notice was lifted on 30th October 2009 following completion of works and the premises was allowed to re-open, but it was established by officers that the venue had been used whilst the notice was in force on the weekend of 24th October 2009.

The company pleaded guilty to the following nine offences:

* Failure to provide appropriate fire detectors and alarms

* Failure to ensure that escape routes and exits could be used as quickly and as safely as possible, by failing to provide adequate fire resisting doors on the escape routes

* Failure to make a suitable and sufficient fire risk assessment

* Failure to provide adequate and sufficient fire safety training to employees

* Failure to comply with an Enforcement Notice

* Failure to comply with a Prohibition Notice

* Failure to provide emergency routes and exits with signage, as required

* Failure to provide emergency routes and exits with emergency lighting of adequate intensity in case of failure of normal lighting

* Failure to make and give effect to such arrangements as were appropriate, for the effective planning, organisation, control monitoring and review of the preventive and protective measures

Lee Shears, Community Fire Protection Manager for Cheshire Fire and Rescue Service said: "This was an extremely serious case of a business putting people's lives at considerable risk from fire. Cheshire Fire and Rescue Service aims to help and support any business to operate safely, however we will take action when owners and managers choose not to treat fire safety as a legitimate business requirement.

"Fire safety is a key part of good business management and Haslington Hall Ltd showed little or no regard for the safety of their guests or employees and the result was a prosecution, which came to light after information was received saying that the premises was being used as a wedding venue."

The judge sentenced the company to fines of £16000 and awarded costs of £7800 to Cheshire Fire and Rescue Service. A £15 victim surcharge was also applied culminating in total costs of £23815.

Haslington Hall is situated near Crewe and is a Grade 1 listed building which is used as a luxury venue for weddings and offers overnight accommodation for guests. It is built partly in timber framing and is described as being built in 1545. It is also said to contain parts of an original Medieval manor house which dates back to 1480 and is claimed to have timbers used in the early phase of construction which were salvaged from ships of the Spanish Armada in 1588.
