According to Grazia, a source said the couple are in "constant contact" with each other.
Speculation that the couple were dating began when they were photographed together at London Fashion Week. They have since been spotted together on a number of occasions, but neither have confirmed the status of their relationship.
Speaking to Grazia, a source said: "They're in constant contact with one another and whenever they're in the same city they try to meet up.
"They both want to see if the relationship will develop. Cara is really into Jake and, through they're both very busy, they're trying to make it work."
In February, another source spoke to The Sun and revealed the pair had started a relationship.
They said: "Cara and Jake are an item. They first met a couple of months ago at a party she was at with her best pal Rita Ora. They hit it off straight away."
Bugg rose to prominence at 2011's Glastonbury Festival, where he performed on the BBC Introducing stage, while model Delevingne previously dated One Direction's Harry Styles.
