The news comes despite the Church's official opposition to same-sex marriage.
In a report, its doctrine watchdog urged priests to devise "pastoral accommodations for gay couples" and to be "flexible".
The senior bishop who drafted the report, insisted that it didn't amount to a turnaround in policy as an official ban on formal "blessings" for civil partnerships still remained.
However, he explained that there was a need for committed same-sex couples to be given recognition and "compassionate attention" from the Church.
The Church of England leadership has strongly opposed Prime Minister David Cameron's plans to redefine marriage, which it maintains must be between a man and a woman.
The new Archbishop of Canterbury, the Most Reverent Justin Welby, has spoken of having "no truck with homophobia".
Church of England rules prevent priests conducting civil partnership ceremonies or performing formal "blessing" services afterwards, similar to those previously offered to divorcees when they could not remarry in church. However, it is believed a number of these services take place quietly across the country every year, and are usually referred to services of thanksgiving or dedication to avoid falling foul of the rules.
