According to US Weekly, the pair were spotted having a romantic date at West Hollywood's Soho House last week.
Adding further fuel to the speculation, the couple were previously seen together at the actor's 45th birthday party in Hollywood, which boasted a number of other high profile celebrities.
Sheen, who starred in the Twilight franchise, was previously in an eight-year relationship with Kate Beckinsale until 2003. They have one daughter together. He has also dated ballet dancer Lorraine Stewart and actress Rachel McAdams.
Silverman, 43, previously dated talk show host Jimmy Kimmel for five years before they separated in 2009.
Neither Sheen or Silverman have commented on the claims.
