The couple, aged 20 and 40 respectively, have been in a relationship for almost a year now.
According to the Daily Star, a friend of screenwriter Lance Black, is quoted as saying: "They've been travelling around Europe over the past few months and their relationship has really progressed.
"There have been several indepth conversations about what they want for the future. Both Tom and Dustin want to be married one day, but aren't inclined to wait around for years.
"So now that they both have a bit of time off from their hectic schedules they're going to LA where they'll discuss the marriage in further detail, and decide what they want their next step to be."
In December 2013, the Olympian released a video via YouTube where he revealed his relationship.
He said: "They make me feel so happy, so safe and everything just feels great. [And] that someone is a guy.
"It did take me by surprise a little bit. It was always in the back of my head that something like that could happen, but it wasn't until spring this year that something just clicked.
"It felt right."
