The actress made the revelation in an interview with People magazine, ending months of speculation that she planned to adopt another child.
The girl, who is from Louisiana, was previously fostered by Bullock. The little girl is now a younger sister to Louis, five, who the actress adopted in 2010.
Speaking to the publication, the 51-year-old explained: "When I look at Laila, there's no doubt in my mind that she was supposed to be here. I can tell you absolutely, the exact right children came to me at the exact right time.
"Louis spearheaded this whole journey. I knew she [Laila] was scared, and all I wanted was for her to know Louis and I weren't going anywhere."
Bullock adopted her son Louis in 2010. At the time, the actress and her then-husband, 46-year-old Jesse James had started the adoption process together, but in March of that year James was accused of having affairs with a number of women during his marriage. The following month, Bullock filed for divorce. It was later revealed that she decided to continue the adoption of Louis by herself, becoming the sole parent.
